Recreation Master Plan
The RM of West St. Paul is developing a Recreation Master Plan to help guide the future of recreation in the community. The Plan will look at current recreation facilities, programs, and services, identify community needs and priorities, and provide a clear direction for future decisions and investments. The goal is to ensure recreation opportunities continue to support residents today and into the future.
Why This Plan Matters
West St. Paul has made important investments in recreation facilities, spaces, and programs over many years. As the community continues to grow and change, this Plan will help identify what is working well and where there may be opportunities to improve recreation services, access, and spaces for residents.
The planning process will explore key questions such as:
- What recreation opportunities, community spaces, and social gathering places are most valued by residents?
- Where are there opportunities to enhance or improve recreation services, facilities, parks, and community infrastructure?
- How can the RM best support local organizations and volunteers who help deliver programs and activities?
- What types of spaces and amenities will help support community connection, recreation, and gathering as West St. Paul continues to grow?
What We Are Doing
The planning process is being completed in five connected phases, each building toward a clear and actionable plan.
Phase 1: Understanding Recreation Today
- We will begin by reviewing the current state of recreation in West St. Paul. This includes looking at existing facilities, programs, policies, and participation levels, as well as community demographics, population growth, and the municipality’s regional context. Mapping and research on recreation trends and best practices will also be used to better understand opportunities for the future.
Phase 2: Community Consultation
- Residents, community groups, partners, Staff, and Council will be invited to share their ideas and experiences. Engagement opportunities will include surveys, discussion sessions, and open houses to gather feedback on recreation needs, priorities, and opportunities in West St. Paul.
Phase 3: Key Findings and Strategic Direction
- Information gathered through research and community engagement will be analyzed to identify what is working well, where there are challenges, and where opportunities exist. These findings will help define key themes and priorities that will shape the direction of the Recreation Master Plan.
Phase 4: Draft Recreation Master Plan
- Using the research and feedback collected, a draft Recreation Master Plan will be developed. The draft will outline recommendations, priorities, and potential investments to guide recreation facilities, programs, and services in the community.
Phase 5: Final Plan and Implementation
- The final Recreation Master Plan will present a clear roadmap for recreation in West St. Paul. An Implementation Plan will outline timelines, potential funding considerations, and ways to track progress to help ensure the Plan’s recommendations are successfully carried out
