Wastewater Participation Fee Correction - Credit Will Be Applied to Affected Accounts
The following notice applies only to residents who receive quarterly wastewater utility bills from the RM of West St. Paul. If you receive annual wastewater billing or have a septic field, this notice does not apply to your property.
The RM of West St. Paul has identified an error in the wastewater participation fee charged on Q2 2026 quarterly utility bills. A credit will be applied to affected utility accounts.
What the fee is
The participation fee is a pass-through charge: the RM collects it from connected properties and remits it in full to the City of Winnipeg, which treats the wastewater from our community. The RM does not keep any part of this fee. Any change to the amount charged to residents must first be approved by Manitoba's Public Utilities Board (PUB) before it can appear on your bill.
Background
The City of Winnipeg increases this charge to the RM every year. Since 2021, the RM has held the fee charged to residents steady at $63.25 per quarter, the rate approved by the PUB, rather than passing the City's annual increases on to you.
What happened
This year, the participation fee was billed at $83.00 per quarter. This amount had not received the required PUB approval, so it should not have been charged. The approved rate remains $63.25 per quarter, a difference of $19.75 per quarter.
How we are correcting it
The difference of $19.75 for each quarter you were billed at the higher rate will be credited to your utility account. This will appear on your Q3 bill, and no action is needed on your part. Billing is returning to the approved rate of $63.25 per quarter.
