Notice of Public Hearing
Regarding a declaration of expropriation issued by the Rural Municipality of West St. Paul in relation to:
that portion of lands as set out in the Plan of Works (Deposit Nos. 1316/2025 and 1317/2025), both plans having been prepared by Kelly Wayne Mantik of Barnes & Duncan, Manitoba Land Surveyor, of the City of Winnipeg, between October 7 and October 16, 2025 and sworn November 2, 2025,
for the municipal purposes of developing, constructing and establishing a water line and appurtenances thereto that, in the opinion of the Council of the Municipality, is necessary, advisable and in the best interests of the Municipality.
TAKE NOTICE a hearing will be held on June 1, 2026 by the undersigned Inquiry Officer, appointed pursuant to Schedule A of The Expropriations Act, C.C.S.M. c. E190, to inquire into whether the intended expropriation is fair and reasonably necessary for the achievement of the objectives of the expropriating authority. The hearing will take place at the Access Centre - West St. Paul's Recreation Site, 48 Holland Road, West St. Paul, MB, commencing at 9:30 a.m.
In addition to any person who has been served with a Notice of Intended Expropriation, any owner whose land would be injuriously affected by the intended expropriation has a right to be heard and to present evidence and argument, and to examine and cross-examine witnesses, either personally or by his counsel or agent at the hearing.
