West St. Paul preparing for Election 2018

In Manitoba, 2018 is a general municipal election year. Elections, held every four years, will be for all municipal representatives, including mayor and council, for all cities, towns and municipalities. Elections will also be held for school trustee positions. Manitoba’s general municipal election date is always the fourth Wednesday in October. This year’s date is Oct. 24, 2018.

The general municipal election will be conducted in accordance with The Municipal Act and The Municipal Councils and School Boards Election Act.

Councils across the province are doing the advance work necessary for a smooth election process. In order to uphold the integrity of the election process, municipal councils are responsible only for certain key election decisions. These decisions include:

·           deciding if the election will be at-large or based on wards;

·           agreeing to conduct an election, or any part of an election, with another local authority;

·           appointing the Senior Election Official;

·           budgeting for election expenses and deciding remuneration for election officials; and

·           authorizing the use of vote-counting machines.

The appointment of the municipality’s Senior Election Official (SEO) continues unless a new appointment is made. The SEO is the person appointed by the municipality to exercise general direction and supervision over the conduct of municipal elections. The SEO will be your primary contact person should you have any questions about municipal elections, such as voting place locations, alternative voting opportunities, nominations, questions about the voters list, etc. Your municipal office will have the SEO's contact information if you are unsure who the SEO is in your municipality.

Council will review the appointment, and can either continue with the current SEO or, by resolution, authorize a new appointment or share an SEO with another municipality. The municipality’s CEO may also be appointed as SEO.

West St. Paul is continuing with its SEO, Helene Gowryluk. Ms. Gowryluk’s credentials include:

·           West St. Paul SEO in 2 elections, 2010 & 2014.

·           Returning Officer for the Provincial electoral district of St. Paul (population approximately 20,000) February to May 2016.

·           Special Ballots position for the Federal electoral district of Kildonan/St. Paul (population approximately 50,000) August to November 2015

·           Supervised Polls Federally and Provincially in 2011, 2012

·           Prior to 2010, worked many Election positions as Voting Officer, Clerk, and Enumerator in all 3 levels.
